I looked into this as I was researching grow hemp in Washington State where it is legal. In classic government form they have created a Catch 22.
Seeds must be verified by a US certified lab to contain less than .03% THC but cannot be imported into the US to run the tests. Test run outside the US do not qualify. To get enough seeds for a crop a farmer would have to transport a US qualified lab to Russia or China where most seeds are grown making it cost prohibitive for a test plot.
The US consumes 50% of the world's hemp production but cannot grow it even though states and congress has passed laws to allow it. Our government is obstructing progress in this area and preventing our country from capitalizing on a 500 billion dollar US market.
Meanwhile the rest of the world knows the difference between hemp and cannabis and has created a huge industry without having to jump through closed hoops.
