No, different algorithms within the system. The bandwidth issue is an automated response to a sharp increase in traffic which the system perceives as spam of some sort. In this case, the automated response is excessive so that code needs to be changed. The nature of the traffic increase will, I think, have to wait for the network flow to return to "normal".
