The Mute button only ignores people, it doesn't stop them from harassing you.
Facebook has a block feature. Steemit needs a block feature. Then you can get rid of the flagging, maybe. There are many points for or against either being added or removed.
We should have the right to exclude "business" to whoever we want, especially if they are an asshole prick who is a bully. The block feature does this.

As stated I don't know the mechanics of all the functions, indeed there should be both options.
And a section in your profile that shows you who you have blocked or muted.
The KEY is the 'flag' button is letting OTHERS control of Content a TRUST and ABUSE vector.
If the devs are under pressure just fork it simple.
