I actually think the inflation is set by the Witnesses and adjustable. Witnesses can also set a different Steem value for rewards. This feature is available to try and balance SBD/US$ ratio, to some extend. Also, in the past on eg 50/50 payout post Steem and SP where the currencies used, but since some time they use SBD instead of Steem.

Maybe you can turn your question into a post? Help channel at Steemit.Chat may also be a good place to ask this question. Witnesses such as @timcliff know a lot and is very helpful.
