Why my upvotes won't give credits for sometimes?
If you are a new user on SteemIt, your Steem Power will be 0.
Posting is the only way to Increase your Steem Power. While posting you will get a option to select how much power you need for that post (0%, 50% or 100%).
After 7 days of your join, you will get your first payment. At that time your Steem Power will Increase.
In the second week your upvotes are more powerful than your first week.

It could also mean that you've made too many votes and your voting power has reduced to 0, this is especially true for those who's upvote may usually only be worth $0.01.
If their vote power becomes less than 100, it's unlikely to be shown on the payout indicator when they upvote.
Just thought I'd add a further possible explanation to the vote not adding any reward.

You are completely wrong. I have the same power from the beginning. If we want credits for all posts and likes, we need to increase our STEEM POWER.
Any vote that you give will be at 11.39% of your full Power. If your Steem power allows you to give $0.10 at 100% you will now give $0.01139.
Your vote power decreases with every vote and recharges at a rate of around 20% a day.
You're welcome to tell me I'm wrong, by all means continue to drain your voting power completely and grant $0.00 of rewards to everyone.
POWER won't reduce for our votes;)
