As Elon Musk would say, there is a society cost in everything. May not be tax dollars. It could be lax environmental protection laws that allow more pollution, that in turn causes more cancer and health problems, which cause health care costs to rise for everyone.
One way of the other, we all pay for the choices made by modern society.
