wow, nice to read this my wife made a smudge a few weeks ago it was a mix of sage, laurel, pink rose, rosemary and lavender!!! 
when i burned it it made a lot of smoke and burned lovely, maybe next time more tightly bounded. 
Drier and more tightly bound can help, but smoke will happen either way.
