Your PC muscle is not directly connected to your penis. Check out an anatomy book.
I don't have experience with pelvic floor exercising, but I imagine it can improve the function of the organs in your pelvis, ensuring continence etc.
I agreed on not using "muscle" in a figurative sense, otherwise your dog is a muscle since you can train it to fetch pine cones.
