Wow, I have always thought this was just the stuff of dystopian science fiction novels.
But as with all the best science fiction there is generally some grain of fact and truth in there somewhere.
Usually, yes - in fact, I can't think of many science fiction topics that haven't at some point had someone in a position of major responsibility (who should know the truth of the matter) speak out and say that the events/phenomena have actually occurred already.
