Scarlet Fever Has Returned
Incidents of breakouts have been reported increasingly in mainland China, S. Korea, Vietnam, Hong Kong. Suddenly, more recently, the outbreak spread to England where there were almost 20,000 cases compared to 4.700 in 2013.

That picture doesn't show scarlet fever...
That looks more like scarlet fever! Every patiant is different, but what you're showing is some pretty severe necrosis, possibly from frostbite?, and that is not a typical symptom of scarlet fever.
