Public health has an important role in efforts to improve the quality of human resources, poverty alleviation and economic development. The Human Development Index lays health is one of the main components of measurement other than education and income.

The general condition of Indonesian health is influenced by environmental factors, behavior, and health services. Meanwhile, health service consists of several components such as availability and quality of health service facilities, medicine and health supplies, health workers, financing and health management. Basic health service facilities, ie Puskesmas reinforced with Puskesmas Pembantu and Puskesmas Keliling, have been established in almost all parts of Indonesia, but the distribution and affordability of health services is still a constraint.

Under conditions of unequal service affordability and changing needs of community behavior, the state has recognized the critical role of civil society organizations, especially for the response to infectious diseases that are still relatively high in the environment, such as tuberculosis, malaria and HIV / AIDS.

Penabulu believes that improving health-care budgeting systems, improving health-care governance, as well as strengthening civil society organizations in reaching key population communities and encouraging the effectiveness of behavioral change are key to improving the long-term health of Indonesians.

The Program primarily works to improve the quality, capacity and capabilities of civil society organizations working on public health issues, both on the aspects of institutional management and in the organizational capacitybold****bold****bold****bold to empower and mobilize key population communities; encouraging the establishment of an integrated planning and budgeting system at the district level, and improving the mechanisms for implementing health support programs themselves.
