You can control Polio to a certain amount if you increase sanitation.
But dou you really think that India is now Polio free because they have so high hygienic standards?
India polio free? Haven't you head about the thousands of people who were paralyzed by the polio vaccine there? Look it up. They probably changed the diagnostic parameters there too, in order to "eradicate" polio.
