Updated with how the costumes turned out. See Photos below. The hat was made entirely out of scratch with hot glue, foam for the wheels, black tissue paper, etc.

Has anyone seen The Shining and can recognize this? Shoot me a comment and let's talk Halloween!

For the dress, we cut the bottom of it so that it is slightly more jagged, long knee-highs, and black shoes, the axe we found and thought it made the perfect addition to the story and unfortunate fate of the character.
