It starts low for everyone. It slowly grows from rewards from commenting and posting. You can also increase it with real money.

When you vote, you lose 2% of voting power. You gain 1% every 1 hour.
When you comment, others reply to you, you upvote, or others upvote you, you lose 2% bandwidth. You gain 1% every one minute.
So if you spam comments or get lots of likes at once, you drop below zero and you can't use your account for awhile.
