The best analogy I have for steem right now is the Wild West but without guns, only the biggest, quickest, most cunning and deceitful can get away with anything. If we had guns, they'd think twice.

Imagine if flagging was done by the veterans of the community at no voting power expense with an incentive to flag correctly and done in a sensible way that removes piggybacking and gang flagging which allows people to actually form a consensus and police the network without the witnesses.
