Several factors besides politics make the conservative rural areas safer. Aside from lower population density, these areas also typically have higher homeownership rates which encourages low time preference behaviors and thus lower propensity for crime. Also polities that are more religiously and culturally homogeneous will engender higher interpersonal trust which leads to lower propensity for crime while religious, ethinic, cultural division leads to divided trusts along ethnic, religious, cultural, familial and political lines which lends to higher propensity for crime and lower clearance rates for crime (i.e. no snitching norm in black communities).
