Expat money inflows helps build up a system to watch and harass expats. Positive feedback loop. I guess it'll happen pretty much everywhere until it's really not worth it to be an expat anymore. I can't think of a country that wants non-rich or non-retiree immigrants anywhere anymore.
Vietnam... at least for now. Many central and South American countries also. However, they want you to have some money and be able to contribute to society a bit... which is understandable.
