I'm all for incentivizing development, but this is exactly the way I do not like it being done. I'd much prefer to see fixed rewards for specific tasks, i.e., the bounty system but funded by the foundation. It makes a lot more sense than impossible-to-verify hours and reimbursement at current exchange rates.
The problem of bounties is that it does not provide an stable reward to developers. Rob Halförd will supervise the work and the amount of hours claimed.
Bounty is best for specific tasks, like features or solving critical bugs. But other tasks like improving performance and stability would be very difficult to quantify with tasks.
It is only a test, we could discuss this better after the first results if approved.
