By inflating the userbase with spam account creation (would also require grc nn registration) you could skew thew mag reward calculation. This was once an issue present in the Gridcoin client back in classic days before we switched to proportional rewards & equal boinc project mag allocation.

This issue is present in both your proposals, I think that we should allocate mag in a non-equal manner, determined by a proof-of-burn mechanism in which users can direct more mag to their favourite project in return for a substantial quantity of GRC destroyed.

We should certainly take each project's work unit & server component status into account though, perhaps as some form of greylisting which would prevent allocation of additional rewards during downtime whilst allowing for the claiming of owed rewards for said project.
