The reason why the magnitude was increased for everyone by 35% was because the SB's were being rejected. There is a rule in the C++ that rejects SB's if the average magnitude is below 70.
And since we've had a large amount of new users registering CPIDS the average dropped below this level causing the long delays in SB's being created.
The previous 2 SB's were forced through by @ravonn adding a dummy CPID with high mag. However there was a slight issue with doing this because the mag_unit reduced. To prevent the mag unit drop, Rob made a change to increase everyone's mag and still allow SB's to be accepted.
This is a temporary solution until a mandatory can be scheduled to solve the problem.
I imagine though that a 35% increase in mag will see an even larger drop in the mag_unit until a mandatory update is passed.

Like I said earlier, sending an in app email notifying users of new update and making this update a mandatory update will go a long way in helping our situation. Most users are not following steemit, reddit or order social media post and don't know when new updates are available.

So, why is it not implemented? It's been an old time (2016) add-on suggestion based on the time stamp on the post.
Not enough resources? You could always add the change yourself and create a pull request. I'm sure the devs would be happy to merge it in.
