Tribunal Time
I didn't know that law, EO 13825, to include civilians in military courts. Is that the same as a tribunal? I think it is. I actually didn't know about that law at all. But I think that is good as some criminals could try to hide under the title of civilian regardless of how guilty they may have been of crimes they may have committed when they worked in the government, the military, or whatever.

That law said civilians but does that only mean American citizens or could it be extended ex-Americans, former Americans, people who may be guilty of crimes but who then flee to other countries for protection? Is there a way to go after people who strip away their citizenship, or the people with double citizenship, who run away from America to hide in New Zealand in a bunker or wherever?
Military courts are generally referred to as tribunals yes. First there is a commission where guidelines are set and agreed upon by both counsels. Agreed as in, agree said guidelines fall within the law as per offenses charged.
Citizens in this case would only apply to US citizens as only US citizens are afforded protection under US Law. However, International law has some of these protections although much harder to qualify for those...
Basically, if high crimes are committed by a US Citizen versus a Foreigner the outcomes would be the same, but how we get there is much different. We have loads of case law and history to go by regarding these matters...
Thing is, it is very likely in my opinion that Americans will be implemented in crimes we had previously been told were committed by foreigners... Making the whole getting to the truth part of the matter very complex.
There is also very good evidence that the two previous administrations wanted to either drop the whole 911 deal or stall it until the accused died in Gitmo. Unraveling all this is a YUGE deal. It's taking forever but I suspect that is because it is being done "airtight"....
This isn't just about the US, Trump, Russian Collusion, or even wars of ideologies.. It's about the rule of Law, without it we are merely kittens in a pen full of bulldogs...
I highly recommend following the current commission formed to deal with the ongoing tribunals at GITMO. I think you'll find it's not just about Islamic Terrorism and has a lot to do with this EO.....

But could Hillary Clinton go to New Zealand? Could she give up her American citizenship to avoid appearing in court for any trials, if any were to demand for her to show up?

Giving up a US Citizenship would be the last thing you'd want to do in order to prepare for a battle in a US Court.
If Hillary, or anyone else were to try and avoid extradition by fleeing to a country where we don't have an extradition treaty, that would be one thing. But there are two bodies of law, one is criminal law and one is military law.
The US Military really doesn't care much if a country wants them there or not..... Time will tell :)
