Your description of the informants reminds me a lot of the people who call code enforcement or the HOA on their neighbors. They probably never approached the neighbor with their concerns and probably could have worked out a solution for both parties to be happy but they have a sense of "civil duty" which compels them to go to some higher authority to solve all their problems. These people tend to be a little bit authoritarian and not too bright.
