Definitely plant. Kelp.
They washes up on the beach frequently.

It has the best view in La Jolla .
oh I see, never knew, interestingly looking! For some reason I thought they would be green!
Yes La Jolla shores more quiet than Pacific or Ocean beach and very naturally looking.
Never been to Mount Solidad yet, that is on one of "my next places to visit" list
