Yeah a lot of people go by the percent vote that was given but that's almost irrelevant it's all about the value of the vote.
I'd rather have a 1% vote from someone with a bit of steem power and knows how to maintain a high percentage of voting power.
Instead of a worthless 100% vote from someone who doesn't have much steam power and let's their voting power regularly drop to 0% by spamming 100% percent up votes to everybody.
You are right, people are spamming like crazy and they think if they give a lot of upvotes they will get a lot of worthy ones. Funny lol ☺
