Have you looked at the possibility of NEXRAD Doppler weather stations being the primary frequency generator., instead of a defunct facility in Alaska,namely HAARP? Not challenging HAARPs involvement but trying to highlight that what HAARP had achieved experimentally has already been passed on to the radar systems to carry out heterodyning, frequency generation and storm creations etc.
