yeah, there are "rain" seeds that they have pilots drops to make it rain in certain areas so yes its real, only problem if you do it on one side of the globe it will certainly affect the opposite side. Weather can be a psychological deterrent and weapon.
@tantrum, EXACTLY MY POINT. If you do it here, what is happening over there? How can 'they' not worry about that? it seems SO counterintuitive. Thanks for commenting my friend.
