The Science of Geoengineering : High Frequency Active Auroral Research Program (HAARP)
High power radio frequency (RF) experiments on ionospheric plasma conducted in the U.S. have been reported since 1970. The largest high frequency (HF) transmitter built to date is the HAARP phased-array HF transmitter near Gakona, Alaska.
History
The most well known facility began in 1992 and was located in Gakona Alaska. The program was originated by the U.S Navy and airforce in partnership with DARPA, the Defense Advanced Research Projects Agency and the University of Alaska Fairbanks. Built by BAE systems, a British multinational defense and aerospace contractor. This former top secret facility illustrates the cooperation between the global elite and the military industrial complex. Turned over to The University of Alaska Fairbanks in 2014 this proof of concept has been used to create a series of HAARP facilities around the globe.
Purpose
HAARP is a clear attempt to control and weaponize the weather. Its main purpose is to excite or heat up specific parts of the ionosphere in order to elicit a weather reaction. It does this by concentrating high frequency (HF) band waves into a small area of the ionosphere using large antenna arrays. When coupled with aluminum and other nanoparticles that have been sprayed into the ionosphere the sudden heating can cause dramatic effects. I imagine the effects to be similar to putting aluminium foil inside your microwave.
"It's an open plasma-physics laboratory," says Dennis Papadopoulos, a physics professor at the University of Maryland who helped conceive the idea for HAARP with the Naval Research Lab more than 30 years ago. "You test ideas and scientific theories. Then, if something's important to the Department of Defense, you apply it."
HAARP facilities are positioned around the globe to take advantage of the auroral electrojet flow, located in the upper atmosphere. A place where radiation strips electrons from their molecules leaving free electrons and ions to be manipulated. They can use these conditions as a force multiplier to affect large areas of the planet. These are multinational corporations in concert with government agencies and military to run worldwide experiments on the entire population of the planet. One would be hard pressed to find a higher crime.
Conclusion
The way to put an end to this kind of criminal behavior is to expose the unfiltered truth to the people. Mainstream media is quite incapable of doing this so it is left to individuals like Dane Wigington of www.geoengineeringwatch.org and the people like you and me... people that are freeing themselves from centralized governments and waking to the reality of the crimes perpetrated upon all of us. Free and open places like Steemit should be a lamp in the night for exposing the truth that is regularly ignored, distorted or hijacked by mainstream media.Moving forward the one thing that we must avoid beyond all else is doing nothing.

Of course manipulating the weather can be weaponized, but it can also be used for good things right?
Like avoiding tornados or hurricanes?
It is toxic and pollution like aluminum so we can easily measure and see a rise in alzheimers in humans (also linked to the bee population decline) also linked to interfering with O2 rising to form O3 (ozone). They are alarmed to find UV-C on the earth's crust that could explain the rise in skin cancer. I have looked into it for a while, this is no accident it is a crime against nature.
In the later, we need to question the official narrative. They are causing the very problem they are claiming to solve.
The weather is not something anyone should experiment on IMO. Putting our future in the hands of secret military programs and hoping for the best is just not a good idea.
Hey @dedicatedguy, I get where you're coming from, however it's been my experience that the more we mess with the natural environment, the worst off we are. It's worse because we have no idea the ripple affects that are going to occur due to our involvement. Like @jamesc mentioned, rises in aluminum, UV-C on the surface... the science to explain what happens when our governments participate in these 'experiments' is alarmingly neglected.
Also, it affects everyone on this planet, and I don't think everyone has said that it's OK. Which means it's just not ok.

I witnessed an event bearing signs of such manipulation. Although not completely unlikely for the season, two enormous thunderstorm clouds passed over within half an hour, direction north-east. Both clouds were unlikely dense and accompanied by intense lightning and thunder which seemed somewhat exaggerated to me. According to media, the storm also included hail, which I did not see, and caused significant damage to plantations in the central region of Switzerland, the first of august 2017, which, funny enough, is the countries national holiday.
