I'm gonna be hilariously frank about this, because this question literally struck me as funny. Not meaning to be rude, it just gave me a laugh because, to me, it seems obvious enough to come off like a joke.

Disclaimer: I only have information from my own male/male relationship. So it will only cover that. Ask a lesbian for the rest! :D

But, if I'm being frank (sorry for stealing your name, Frank), it's down to personal preference, which can change over time. It depends on who wants what out of sex.

In addition, I've met some people who have outright told me (yes, I talk to my friends about sex, it's a normal topic) that they don't enjoy being penetrated, so that can be a factor.

But to be completely direct and honest, here's the concise, TL;DR answer:

It's up to what is wanted by each person. If someone would rather play catcher instead of pitcher, that's their prerogative.
