Gas price going up in Estonia?

So i read an article about the gas price raising, it will raise in January the 1st and it's +10%.
Gas price hasn't been that high since 2014 and it will be over 1.3€'s per liter.
But since the crude oil is also raising (60$) per barrel, the price will be even higher.
In 2014 the gas price was almost 1.50€ per liter.
What do you think about the higher price? Should people refuel in Latvia, because its cheaper there?
