You could maybe add those little nozzles to your holes to kind of mist the water out, but that would probably be tedious and expensive. Looks like you have a nice garden coming along though!
No, it's just normal gardening. The community garden doesn't allow permaculture, they don't want perennial plantings because the plots are for rent every year.
