Considering it's emulating communism... Yes, it is an accurate representation. You either are corrupt and survive, or are equally poor as the rest of the people... aka very poor.

And indeed, it is surprisingly fun. If you read a short synopsis of the gameplay it puts forth, it sounds extremely boring. And it kind of is. But it is on purpose, so that the decisions you make are very impactful.
