(I figure there is less damage done by dropping 2 walkers rather than 1 hulk since they all do the same amount of damage).

Best case, there would still be 1 chance for a zombie to attack, so by killing the walkers and leaving the hulk, it doesn't even matter if P2 fails his attacks.
