I can help you with game design but not so much in manufacturing. I would imagine for a board game the best route to starting is to get a basic workshop environment with materials like cardboard and basic wooden blocks to draw on and create the cards/board/pieces or anything else, so that you can have something physical to work with and test with.
If you are looking for help in the creation of the game, my suggestion is you guys just start coming up with different ideas or aspects to the game, and start trying them out yourselves. Try to combine each others' ideas, and see what works and what doesn't, and build off that.
I genuinely think that's the way to produce the best game; trial and error! Start tinkering!
