Once you reach high enough Steem Power every time you upvote a post a "voting power slide bar" will appear and you can delegate how much of your voting power you can give to a post..
If you want to just check how much voting power you currently have this is a useful tool...

Voting power is only something you can set if you have high steem power. You don't have to worry about this. don't forget to upvote comments as well if you want to win ;)
You can also check your voting power on https://steemdb.com.
Type your username in the "Search accounts..." box on the upper right side of the page.
You have 98% voting power at the moment by the way.
