That being said, the whales in this system downvote gambling and other shady self-referental games on steem.

You can freeze the vote list and then use something derived from a future block hash. This works fine as long as the amount at stake is small, otherwise blocks can be withheld to influence the outcome of the payout (if the block producer doesn't like the effect the block hash would have on the outcome of the game they can throw it away).

However, these sorts of games have a tendency to sometimes grow to ridiculous proportions, so that could be an issue. If that did happen it would be more fair to use an external randomness source that is unlikely to be tampered with, such as a large lottery drawing.

That's a great idea, we can use something like a large lottery drawing.

And then of course specify in advance how it will determine this gamble. :)
