Because we can speak of the classic pirate who is a bandito who is dedicated to make sea looting, one who appropriates things that do not belong to him Using brute force and often weapons to harm those who are not allowed to remove their own, pirates usually act in areas where no state jurisdiction exists or in ambiguous places.
For years we have believed that only Captain Hook, Sandokan, and Jack Sparrow are the only pirates that exist, and we have come to believe that they are not real and that they are fictional characters, a legend, but the reality is another pirate existed in the past And are still present today, pirates have served as a great source of inspiration for those who write books and make scripts, because we can see series, movies, and books that tell us several stories of pirates, but many of them Are true and not just mere fantasy.

There have been some high-profile "pirate attacks" in that area in the last decade. Somalia is quite the hot-bed for contemporary piracy. In the 1800's they used muskets and cutlasses. Now, they're armed with assault rifles and RPGs. Interesting post!
Pirates and organized crime syndicates are symptoms of a weak central government. On a different perspective, one could even view government as a successful pirate or crime syndicate that managed to beat out its competition. At times, it may be cost effective to pay toll tax to the pirates so that they will allow for safe passage of your vessels than sending a military force.
An interesting twist in history regarding piracy may be the Portuguese "conquests" in the Indian ocean to "control" the spice trade. Despite the historical and religious propaganda, the Portuguese pirates were likely granted some ports, so that the trading interests can pay them to stop their molestation of the all important Indian Ocean Trade. It is not always those who control territories that have power, but those who can disrupt trade and communication who hold power.
