Use your own voting power on yourself, THEN upvote others.

If you remove the "THEN" part it make sense in terms of upkeeping Steem's value that's derived from some of it's stakeholders not putting Self-upvoting first and flagging.

No need to tell people to prioritize self-upvoting when it's already what 99% of the stake is doing in one way or another and promoting that to the front-page.
