I agree with you that it's going to take a lot more than just a court ruling in the US for female toplessness to be accepted. There are places like New York that allow it and the police still get called frequently because someone was offended.
As a nudist I don't really get the big deal. Bodies are bodies. And they are what you make of them. If you make them sexual they are sexual, if they are simply objects of art they are objects of art. It takes some practice, especially if you were raised thinking bodies are sexual, but you can learn to view breasts and labias and penises and buttocks and all the various body parts as simply normal neutral things.
