When people are herded into expensive clubs and consume expensive legal drugs (alcohol) then the tax flows straight into the wallet of the state. So even if they need to pay a policeforce to destroy the good vibes it is profitable for the state to keep nagging, and waste tax money on empty political debates that keep going nowhere, just because every hour of debate about nothing is an expensive hour for all the politicians that have the debate.
