Great post. From my personal experience what I have come to learn is that one should always give advice when asked for. Unless a person asks for advice, giving it won't do much good.

If one feels that the other person needs it and it has to be given, then go ahead and give. Also while helping we should keep in mind that what will benefit more and who needs it more should be given first preference.
