Funny that you mention the central bank: as of the worst depth of the Great Depression, Canada didn't have one. The Bank of Canada didn't get rolling until 1935.
From what I understand, the BoC was set up to aid in foreign-exchange transactions. A sensible if cynical "real motive" is that the Yanks and Brits leaned on the Government of Canada.
If that happened, they were proxied to do so by the Rothschilds and related.
