I am not entirely certain what exactly you mean by "...conditions the resources of the payroll of universities...", but it seems to mean that pay for educators has been reduced in some way. I am sure that is a terrible thing for educators. I am not sure it is necessarily evidence of anything in particular, as so many possible reasons may be behind it. I can't know from here, obviously, if it's even happening. There's no point in my speculating why, or even if, it is happening.
Venezuela is at war, have no doubt. I believe it has been at war for over a decade, and only now is this particular effort being undertaken more openly, with hostile aggressors attempting to install a puppet leader who will forward their seizure of the assets of Venezuela. While I have no doubt native Venezuelan government is criminal to the degree they can get away with, I am just as certain that being ruled by proxy will be no improvement, and is likely to be far worse.
There is a universal truth about government, and that is it is little more than a vector for corruption. I note that I expect the USA to be in similar straits to Venezuela shortly, within the year, as 100% of recessions are presaged by bond yield inversion, and this has occurred. Given the global economic situation, the control of BTC by Bilderberg group, and blatant and rampant censorship accelerating societal collapse, and many more such metrics, this is not going to be a mild, localized or temporary matter, but a global depression unprecedented in history, IMHO.
The fact is that guns, goats, and gold are some of the best investments today globally, because they best potentiate survival in the coming bad times. Venezuela is leading the way the rest of the world will soon follow. This does not make your plight any less severe, but perhaps it might put the loss of salaries in perspective.
I do not rely on salary for my sustenance. I do not have any confidence in any financial institutions or mechanisms, as they are all controlled by banksters. I have sought to forge common bonds with my neighbors, and prepared suitable decentralized 'accounts' of necessaries for sustenance and trade, and it is probably a strategy you will find profitable even if you only begin to undertake it now.
All government everywhere is full of crooks. Depend on them at your peril. Sorry you're in the situation you're in, but only you can bootstrap reasonable solutions based on the specifics of the conditions prevailing presently.
I hope you can sort a way to prosper, and that your posterity will thrive, no matter which criminals undertake to parasitize you and your people.
