IS NEYMAR'S WORLD RECORD TRANSFER TO PSG A DONE DEAL?

According to the latest transfer rumors, it seems as if Barcelona star Neymar Jr. is on his way to Paris Saint-German for mouth watering deal of €222 million. could this be possible?
Now sometime last week it was reported that Neymar Jr's entourage were in contact with the French club in order to finalise the contract. With a five-year deal already in papers just waiting for the appropriate signing from him.
Although he will be in training today with fellow Barcelona teammates, the likes of Messi, Suarez and Pique, it seems as if it will be the final time he is training with this colleagues.
Reports from France suggests that his signing is close to completion with PSG president Nasser Al-Khelafi when asked about the transfer by Medi1 TV; saying that, "today, Neymar is a Barcelona player and we'll see what will happen to him... but we respect all contracts signed between other cubs and players... I prefer not to give percentages, either, but everything in its own time..."
There's an obstacle however, in order for this deal to be a success, PSG will have to meet his release clause. Now meeting up with this means they are going to tangle with UEFA Financial Fair Play obligations. La Liga's chief Javier Tebas said this while threatening to block this move. He also mentioned that the court wrangling between Santos and FCB due to Neymar's transfer to Barcelona will also stop the move to PSG.
Now, what do we await? is it possible for Neymar to abandon FCB due to the money? Can PSG avoid tampering with UEFA Financial Fair Play obligations? Can they be able to adjust their salary budget in order to accommodate Neymar?
