One way or the other they have to preserve the fish. I agree the method used may be wrong but what researchers and food safety should do is educate these people on the safe method of preserving these fishes. Whether you like it or not, this will not stop until there's an alternative. How many fish truck will they catch? Even if the law become too strict, they'll start smuggling it somehow. Best advice, Provide alternative preservation method and get the people involved educated on it's harm to the society.
