It can be good to harvest the small fish. Some fish reproduce so young and so abundantly. They need to be harvested out. And like you say, they often are great eating.
For example, even in Yellowstone National Park, there are places with no limit -- none! -- on small brook trout, because they are invasive. I have had many a dinner and breakfast of tasty, tiny brook trout there!
