the cop knows how many are dead before entering the building???

Anyone else find this dialogue bizarre??? How does he know how many are dead?

Dispatch - Does he know where the shooter is?
Police Officer - we don't know but we're entering the building, in front of the 13 building, 17 killed, 4 and myself are entering.
