It's all part of the problem and continues to be highly manipulated.

As Stephen said, the gold and silver markets are highly manipulated. They do not want them to rise and suppress them as much as they can. Gold is a bell weather of the financial market - stock and currencies. When these fall, gold and silver are the safe haven assets to preserve your wealth.
Eventually, they will lose the power to suppress the market and both gold and silver will have big sharp rise to its true free market value.
