is how long it takes the widelux to complete one swing at 1/15th shutter speed.

it is.... but because the shutter is actually a slit about 3mm wide it means that only a tiny bit of film is exposed at 1/15th.

which makes it hand holdable,... kind of.

and when you have a camera as silly as this,...
