BIP91 sprints forward to prepare the bitcoin network. Only blocks with SegWit will be accepted, if this happens, BIP148 won’t need to split the blockchain on the 1st of August. BIP148 was placed to run ahead of the Segwit2X November proposal advanced by some powerful miners. Long live decentralization.
