CPS take kids away from native parents using numerous reasons (fake ones as a rule). They can spend months for investigation and chasing for kids and families. They can make a concusion that parents are not good enough to take care of their own children!
They can do it perfectly well, BUT they still can NOT define if foster parents are adequate and morally healthy for being new parents for orphans!
The number of cases with violence in adoptive families are shocking. Adoptive parents-pedophiles can be met very often as well.

The number of criminal cases brought on by violence in foster families is growing every year. Last year it jumped as much as 30%.
In 2016, 189 criminal cases were instituted on crimes against the life, health and sexual inviolability of orphans. A year before there were only 146 of such cases...
There are examples of sexual exploitation of orphans by their guardians, when crimes have been committed for several years and for several children at the same time.
The analysis of the materials showed that foster parents often suffer from alcohol dependence and various mental illnesses (schizophrenia, sexual predisposition disorder, including pedophilia.
Moreover, the reason for adoption can be not moral one, but just chasing for profit. State donations for such families let them feel fine even without a job!
But why does it happen?!
Where do CPS look? Why don't they test future adoptive parents?
Why are they scrupulous to native parents and so careless to foster ones?
Maybe the reason is again in their own profit?
They've got their premium and "black cash" for a new baby for adoption, transfer him or her to new parents, and that's all? No attention and care of him after it.
Money makes people blind.
Now for being foster parents in Russia you need to provide a short autobiography, a certificate of income, a certificate of housing, a medical report and a certificate of good conduct.
Is it enough to understand it's a good person and he'll love his kids?
Even if such a dad wasn't in the prison, does it mean he isn't a criminal?
If he wasn't treated in a psychiatric clinics, does it mean he is healthy?
Psychiatric examination today is very formal. It's just a visit to a psychiatrist gives him a certificate that he's healthy, just on the question "are you healthy?"
Can you imagine?! And it's enough to get kids!
For pedophiles and maniacs, only the signboard WELCOME is missed!
What is? Carelessness? Or just absence of a wish to pay attention on this problem and solve it?

The destiny of orphans is out of CPS interest... Their mission is over when they have broken a native family and take a poor baby away to unknown and maybe mentally ill people...
In June good news appeared at last!
The Ministry of Education is preparing a bill that will make compulsory the psychological examination for people who want to take care of a child from an orphanage.
Officials believe that this measure will help reduce the level of violence in foster families.

I know you want to believe that they are doing something positive to help the children. But really, can you trust the government to do that?
If they want, they can make the examination seem legit. All they would have to do is direct them to certain psychologists that would make the process easy to pass. I wish it would be otherwise, but I am not confident that will help. Hope does spring eternal huh?

On a good note, their is a lot of positive action going on now too. A lot of states are now being forced to overhaul their entire cps system as they are getting sued left and right and judges are actually ruling in favor of the families. The more press exposure they get, the better. Thanks for all you do to expose their "for profit" tactics.
